I'm currently burned out, heck it's been yeaaars already dang. the only msx related stuff I do these days is hang out at mrc and do some smartass comments... just to bore u guys.

In my case it is quite the opposite. My head is full of ideas but I simply have no time. I can barely find a bit of free time for just opening a text editor to write some code.
sounds like the same as here the remedy is to do something ... by example when i am stuck in an idea, i begin to play games and watch docu's.
Then if i am lucky my ideas begin to flow again...
For problem solving i use the couch allot.... i lay down and close my eyes and i try to focus on my problem, then in my head pictures arise on how to solve the problem..
A second more dangerous tactic is doing some shopping and i begin to think about the problem while walking.....
Getting ideas and Solving problems is the game i play for the most...
When i need to learn i lock my self up and i say to my friends i am not home this is the only way to learn...
And friends are also a motivation... and most important when working on an idea work it out alone first, when the idea is build try too do as much on your own!
this is better for later when you need to solve bigger problems...
Asking for help is a good thing when your stuck, but be sure you know allot about the subject you ask the question for!!!
so by example you have a great idea! remember an idea only is not good enough an idea only doesn't motivate people enough to help you out...
By example "Seeking people to work for my mod" this sounds so egoistic ,if you ask a question like this you need to know allot of what your asking for or people wont help
Now days work flow has changed dramatic, when you wanted to make a game for msx you need 3 important things "the drawer(pixel artist)" "The programmer (the one who builds the game engine)" and the "Musician (he writes the scores for the game)"
in a game project for PC the rules change dramatic, you need a modeler,animator,concept artist,programmer,ai programmer,texture artist,a team leader who keeps the crew motivated...,a color specialist, and the list goes on....
on msx you could smugle abit with the pixels,on pc making a high detail texture is more complicated and btw you also need bump maps, alpha maps,env maps...
And the most important "YOU HAVE TO BE THE ENEMY OF YOUR OWN PROJECT"

I am not very experienced in programming Vampier but I do reconize your problem. I make alot of music and sometimes there is nothing left to make. A whole project just stands still and no matter what you try there is no inspiration coming in. When you look at the code you don't feel like adding anything to it. This is what I do to get rid of that problem:
Do something else. Listen to music or enjoy your own work. Start a small (perhaps non serious) side project. Finish all the other projects laying around. On the MSX I just play the good old games. And after a while, lets say 2 months, all the sudden new life just pops into your project out of nowhere.

maybe because you don't provide with "motivation"?, sometime developers needs "the motivation" "public attemption", because all the goal and the fun in a develop is not just the challenge, it is to see ppl using it and then, to see reactions, and all kind of stuff derivated of your job.
But sometimes that doesn't happens, and any developer will be dissapointed if *nothing happens* after the release.
loss motivation, loss imagination, loss of interest, you better *to be* looking in for other stuff, because there was no fun!
and that happens in any enviroment in any matter, that is my point of view about the topic.

for some reason I can't get myself to finish them or to even think about fixing issues.... it'll come back... it mostly does after about 2 months.

Start with little thing like layout. Then inspiration/motivation will come!
Exactly the same this goes for me.
Plenty of ideas, then the beginning of some programming and then... a sort of burn-out. The thrill is gone, the way you want it is not as easy as it seemed and suddenly you've got other things to do.
A couple of weeks later you want to go futher with your project, but you've got a better idea.
And that's the end of the project.
