Sad, but true ... This seems to be the case of Brazil too! The new 'developed' country (10 º biggest economy on the planet), after years trying to reach the " First World" category ...
It can not use the JDK, it is weird that Java is not allowed into NetBooks. Even on the ones that use Windows XP ,this seems to be strange, after all the philosophy of Java is written once and run in every machine ...
Dedicated Linux top-box is not allowed either.

I have no electricity at my house. I used to have a solar panel, but my goats destroyed it. I'm going to get one of these pedal powered generators, so I can get on the internet at my house, but I'm not very good with electronics and even though I've been researching for about a month now here at the library, I can't quite figure out what the best one for low-power usage is. I found out about the Gecko Edubook and the OLPC laptop, but I tried to order the previous one and it appears it's not being made anymore (although their emails are too confusing to tell), and the later doesn't look like it's available in North America. ...

You used to be able to get the OLPC unit in the first world via a donation to charity. I don't know whether that's still possible.
If nothing else you could get an old laptop with a small screen; check the battery life figures, this may help you decide.
