Yep tried that already, but no result. Most likely due to an error in the messed up circuitry.

Well, at least the pcb won't be destroyed that easily... And even if, it won't be too hard to fix that... That an eprom and a donor SCC could do the trick... And don't forget the row of (seemingly Konami only) resistors...

You need to remove the ROM to test the SCC as standalone. Even if ROM is "dead" you'll need to remove it to not interfer with SCC.

the pin 24 is cutting for inhibit the rom
is solder to +5V by the resistor
you can sold a interruptor between the pin 24 of the rom and the pin 24 of the PCB

look at the pink wire if is a repair of broken in PCB
