To remove the Region protection from japanese version, make a dump and replace the byte 2A by C9 at 01322h in image file using a hexa editor.

Instead of regional problems, maybe just dirty connectors on the cartridge and/or cartridgeslot???

Nope, Metal Gear is well known for being region locked.

A patch for dirty connectors do not exist. You need really replace the byte 2Ah by C9h at 01322h to skip the reading of byte 002BH from bios with the condition.

If you find using an IPS patcher easier than using a hex editor, you may also try RC750FIX.IPS found for example here. I presume it just does the same change (EDIT: I checked, it does)...
