nope, 2bad. The number of shots is less than 300.
Don't know it for sure, but naybe you get a fixed number of INTs during which you can bash, counting 1 shot every x INTs. Why don't you figure it out yourself? 
Well, I'd have to debug the game. Of course I hope you're not figuring this out by how high a score your Rensha-Turbo gets you... That wouldn't exactly be the most scientific way of figuring this out... but then, it's an odd question to begin with

No, the game runs at 60Hz. The point is, I used a Panasonic PowerPad (FS-JS222) with rensha control for both buttons (the rensha controller of my A1ST only controls the A-button and the space key). I think it's limited to the output of my PowerPad Anyhow, 251 isn't manually feasible
